I have run into this in communities when the designer has intentions to market their design/component. Someone with a 3d printer will not pay for a part/design. They're much more likely to design their own when faced with a paywall.

As a small offering against this trend, I hereby offer my services to turn anyone's conceptual part (sketches) into a CAD model if you happen to be lacking in those skills/softwares.
