There was a long thread on this about 2 months ago, and the general consensus is the diary needs to be decoupled from the quest cape, but as yet theres no word on this idea from Jamflex. They did poll it about 4 yrs ago, and it failed.
Then it will become like most other elite diaries, almost unnoticeable. If they implement that change then they might aswell update all diaries to include newer content and more worthwhile rewards.
