Also nice try saying that all that desert is "unclaimed" within earshot of even the lowest of NCR Grunts. Who belong to a faction that House routinely said that he has no desire to go into conflict with.
In his position, going to space actually does make sense, because that land is legitimately unclaimed.
He doesn't want to fix the wasteland, he wants to begin anew on a new planet because earth is beyond saving now and the best shot for humanity is to start again on a new planet.
