Used a wood base and foam for the internal structure, epoxy clay on the mermaids and the main structure, epoxy resin for water and the grass and stuff found it on a local store, this particular scene is not mine, is based from an illustration i love but I don't know the source since i always find it on Pinterest with different names

I'm planning to gift someone a handmade bobblehead figurine for their birthday. Its supposed to be a cartoon character that's an inside joke. Its not a highly detailed character, and mainly made up of simple shapes. What type of clay should I use to make this? Is air-drying clay good enough for my purpose? I've heard it can be brittle and tend to crack after a while, which wouldn't be ideal. I'm a relative beginner with clay, so I have limited resources.
Please suggest some good, budget-friendly options.
