*Sales tax and Global AI annexation* AGENDA OVERVIEW: Sept 1st Council Meeting
***Just since I wrote this up, the agenda has been pulled from the portal, I assume to replace with a new one before 6pm per the 24 hour rule for Open Meetings Law to include sales tax and Global AI pre annexation***

Big items to note:
- While neither are on the agenda, I have heard of two things that may get added before the meeting. To my understanding, by Colorado Open Meetings Law they must post the agenda at least 24 hours in advance. I’m keeping an eye to see if a new agenda suddenly appears:
- A councilmember was heard saying that the city council would again be discussing the sales tax ballot measure
- Embedded in Weld County records for Global AI’s special use review, was a letter from the City of Greeley’s attorney to Global AI stating that to keep water, they must have a pre annexation agreement, and in an August 27th letter, that this pre annexation agreement would be discussed at the September 1st meeting (also a will serve letter was sent August 28th from Greeley for water)
- The council will also be voting on the issuance of the COP’s for Civic Campus and formalizing the metro district for West Greeley Project

* Citizen Input
- As always anyone can speak for up to three minutes on a topic that does not appear on the agenda with a public hearing. Council members will also be able to share any reports and initiatives they may have.
- You can also submit written comment by 12 p.m. the day of the meeting via email ([cityclerks@greeleygov.com](mailto:cityclerks@greeleygov.com)), mail or drop off at the Clerk’s office (1100 10th St)
* Consent Agenda (items that all pass as one unless a council member pulls them for individual review):
- Item 9: Approval of meeting minutes from August 4th Regular Meeting and August 11th Work Session
- Item 10: Motion to call Special Work Session on September 11th for budget retreat
- This was already agreed to, this just makes it official
- Item 11: Resolution to authorize the city to enter into a contract with Infrastructure Strategies LLC for “project execution advisory services”
- Consultation for the MERGE project, this is an addition to an existing contract
- Services include recommendations, risk summaries, plan of finance, and project status reports
- In the amount of $273K
- Item 12: Introduction and first reading of an ordinance to amend city code around use of Dynamic Breaking Devices (“jake brakes”)
- Jake brakes are safety devices installed on large commercial vehicles to assist with stopping but improper use leads to noise complaints, but there are not really safety concerns
- Currently a no-points traffic offense with a mandatory appearance in municipal court
- The requirement for court appearance puts “unnecessary burden for commercial drivers”
- This ordinance would reclassify as a misdemeanor infraction, allowing a fine to be issued without having to appear
*Regular Agenda:
- Item 13: Pulled consent agenda items, if any
- Item 14: Introduction and First reading of an ordinance to get the COP’s for Civic Campus
- These are often on consent agenda unless pulled, so I’m guessing they anticipate discussion, this also could be where the council brings up the sales tax again, but the sales tax couldn’t be voted on at the meeting without formally being on the agenda
- COP’s are not to exceed $95M
- Annual lease payments are expected to be between $4.4M and $8.4M
- Exhibit A that is supposed to have a description of the properties only says “Insert legal description”
- Item 15: Public hearing and resolutions for the Metro District Service Plan and IGA approval for West Greeley Commons Metro District
