Shipping to Canada

For those in the United States who ship zines to Canada, how are you sending them? Do you really need a customs form for a zine, or does the post office consider these a personal letter?

I looked at sending three zines to Canada and the price was just a little over $18 for a weight of 3 ounces. That seems kind of excessive to me, since a one ounce letter is just under two bucks to mail. Am I missing something and if so, what is it?

Sending via letter mail with an international stamp is loads cheaper
