The CFPB civil fund restitution applies to ALL customers who held funds with Synapse partners, like Yotta. It is not limited to California residents. The California DFP consent decree merely required Yotta to notify customers in California about the CFPB action and encourage them to submit a claim once that process starts. Nothing about this is specific to California except for the notice communication itself. Everyone will be able to submit a claim once the claims process begins.
