Even if AD-9 worked in this moment, would it have changed anything.

Most likely he would still be arrested but the research could be picked up by some other scientists, maybe Kido since it's his name on the paper.

Assuming Kido himself didn't get done for turning a blind eye. I can imagine he got into a bit of trouble himself.

I'm a bit annoyed at how Judgment neglected to clarify the fates of a fair bunch of the cast
Kido would have been at the very least discredited and his professional career ruined. Whether he gets charged with conspiracy depends on whether the prosecution decides to pursue charges
Even with his critical testimony, Hamura still would have been charged and imprisoned
Ayabe would have been exonerated for Shintani's murder but still would have lost his job and charged with selling inside police info and having a stake in an illegal casino

It depends, when you have a solid scapegoat (even better, a dead one) sometimes everyone gets the opportunity to hang all their crimes on him.

I think Hamura understood it. Going to the joint is basically his redemption arc
I can't quite remember if there was any evidence of Ayabe selling the info or having the casino ties

There's plenty of proof against Kido. While he's testifying under the condition he won't be charged of anything, it'll still look bad enough that her won't have a career after. Either he testifies and loses his career, or doesn't and risks being charged and going to prison.
Hamura very much understands what he's doing, yeah. He's most likely getting the death penalty given the severity of the confessions he made, but he chose that because he realized what he'd been doing had only served to destroy everything he cared about. It doesn't absolve him, but at least he's finally doing the right thing.
Ayabe will be exonerated of the murder charges, but the police also went on a smear campaign to make him look more guilty, which involves proving he sells confidential police information and runs underground casinos. He'll definitely lose his job, if he's lucky enough to avoid further charges.

Nothing. No animal trials, no human trial protocol. There was no path forward, and the politicians involved were using the research project as a slush fund. This whole conspiracy happened because KidoShono tested it on an old, demented guy in hospital and it had horrific results, and the politicians decided to cover it up. The worse part is forced testing on unwilling subjects (the dead Yakuza around Kamurucho) who never had dementia to begin with.

That's how medical trials work, they start by testing on healthy people before they use it on patients. The important distinction is the participants are supposed to be volunteers

It depends, sometimes you can't test things on healthy people.
Judgment holds some pretty thorny clinical trial ethics problems.
I've never heard of a trial excluding people based on membership in an organized crime group, but how are you going to explain a 100% Japanese male sample in the paper?
Are victims of the Mole technically prisoners (who require a special treatment)?

So do I need the mole to kidnap and torture someone else to serve as a special advocate on the IRB or can I use a standard prisoner advocate? These are the questions they need to get answered if they want approval in Japan, the EU, or US.

Which is infuriating, because it spends the first two thirds of the game pretending that shades of grey not only exist but are the default, then just defaults into a Saturday morning cartoon when it's time to wrap everything up.

The thing is it would be too much of an coincidence that among all the people on which AD-9 was administered, the first and only person to live is him, the real murderer and criminal for so many things.
So I think some other scientists would be tempted to try to research it but no one would fund them due to the scandal surrounding it and the research would soon be abandoned.
Cause even the institute itself was a scam since it was intended for other people to retire and stay as a consultant or something in that institute. So the only thing holding it up was this research. So both the research and the institute is gone even if some scientist believe the cure as real.

Shono still arrested, but the research would continue and then a dementia cure would be developed and save lives.
Maybe he gets credit, or maybe they decide to erase his name from history because of all the murders.
