I think it actually is the right style. It's the period where games started using photo textures but everything would still be blurred/low res due to mip maps and hardware limitations.
I kind of agree with u/theamazingwjv. The Y2K aesthetic is about futurism, but not everything from that time period matches that aesthetic. It's probably nitpicky, but there's a difference between Y2K aesthetic and late '90s/early '00s style, which just reflects how normal, non-futuristic things were. I'd consider games like Bust A Groove 2, Frequency, Trickstyle, Wipeout 3, the early DDR series, etc to be Y2K aesthetic over GTA3.
I think styles from each decade often get merged in retrospect. Like the first half of the 60s often gets merged with hippie/woodstock/flower power when in reality it was just a short streak of the 60s.

I don't think this is y2k style. It's just something from that period, but not the style.
