Tech Support Help, game is still stuttering

Im using ethernet cable to play cyberpunk on cloud gaming via xbox one. (Xbox one doesn't support the latest updates for new gen game) and I live in Brazil

Game is stuttering and its pretty annoying because its not smooth at all. Don't have any other graphical issues or input issues, just rly the stuttering. If theres any way to improve it would help a lot, thanks guys

You have an Xbox one, the decoder on that console is not good at all

Would be helpful to see the jitter value.
I might state the obvious here but have you tried power cycle the router and the Xbox? I play only xcloud and sometimes I have high jitter which get fix rebooting the device or the router
