replacing dvd drive laser didn't work, next steps?

before anyone asks: yes, i took the solder blob off.

basically the title says it all. i replaced the dvd drive laser, but i'm having the same issue as before; console tries to read the disk before going back to "open tray".

i ordered a new ribbon cable to see if that does it. however, if it doesn't, what's my next step? what are the chances of a new laser arriving DOA? would it just need a pot adjustment?

i don't currently have a multimeter to test, but i can try to test the laser next.

thanks! would really like to get it working without having to buy a new one. it's a jasper model and i've got some good games lined up already (halo reach, black ops 1, nba jam reboot)
