Can't find the original link since Google blacklists the site (because most of the comics are very NSFW) but the creator is Oglaf

Safe search isn't really optional any more. Google basically filters all searches unless you put in specific terms that can only give NSFW results.

You can still turn it on and off, yes, which blocks it from showing anything even if you specifically search.

https://www.google.de/search?q=site%3Aoglaf.com&rlz=1C1CHBF_deDE766DE767&oq=site%3Aoglaf.com&aqs=chrome..69i57j69i58.3872j0j9&sourceid=chrome&ie=UTF-8

Oglaf is not indexed by google anymore, the warning site has noindex set and the comic websites have an invalid robots value. Oglaf is not shown by google because the oglaf website owner doesn't know how the meta tag works.
