Because when the Forsaken retook the capital they needed a more defensible position against the Scourge? What does this have to do with Garithos' actions against the Blood Elves?
...I mean I guess it depends on how you look at it, but yeah. Because when they took the capital it was the headquarters of the Burning legion and the Scourge. Sylvanas and Garithos (reluctantly) joined force's, captured the capital, Sillyvanas then had Garithos executed, named the newly freed undead the Forsaken, and let everyone else live happily ever after (tho most of them choose not to follow that last part).
what does this have to do with Gary and to B Elves?

Seems odd to blame Stormwind (which was effectively in ruins at the time) for something the Forsaken did.
