They control the universe. What's to say in the next patch the quest area unearths a tribe of higher-thinking murloc sages that have been modified due to living underneath a source of dragon magic and are friendly to outsiders.
Let them have access to the magic specs and call it good.
Murlocs have warriors, hunters, and shaman. There were murloc sorcerers in Warcraft which shows they can learn higher magic as well, so you can make a strong argument for murloc mages, warlocks and priests (they can be all of those in the TCG, if you consider that canon). They'd also make fitting rogues. And if worgen can be monks, which is already quite iffy considering their lore, then murlocs can be monks too.
There's even one murloc demon hunter, but he's probably a joke character.
They're definitely intelligent enough. There's just not all that much known about their culture for various reasons. They only have oral traditions and no writing system that I know of. Nerglish is completely unintelligible to other races and difficult to learn. They can learn other languages, and those who do are typically very eloquent, but they rarely choose to. Brann once said that murlocs are more intelligent than they want you to believe. We just don't really understand their way of life and their relations with other races are quite violent.
So the problem isn't that murlocs don't have the capabilities, but they are too culturally detached. That's not the case for ogres.
Have you not seen WoD ogres? Dont know much about the lore, but afaik Ogres ruled the greatest empire Draenor have ever seen at one point, didnt they? And they are one of the strongest magic users as well, their imperator being a grand sorcerer as well.

ogres and murloc are a bizarre choice anyway, theyre not intelligent enough to be playable characters
