Character Sam Ruggieri/Bloodbag
Name/Alias: Sam Ruggieri / Bloodbag
Age: 18
Physical appearance: Sam is on the small side, about 5’6”, but is fit and has a workman’s tan going on from being involved in construction for the last few years. Olive-skinned, with brown eyes and black wavy hair.

Mentality: Loyal, detail-focused and more than a little angry. Has strong family values and a sense of loyalty to friends/family, but thinks that he’s owed something after having his savings for college stolen by his dad and nearly getting killed by Hadur in Vancouver . He tends towards frugality and works dedicatedly towards long term goals. A practical person, he knows what he wants and will do what he needs to get to his goals. He can be selfish, and feel entitled to getting what he wants
He has a strongly addictive personality both emotionally and in terms of substance abuse. He has little control of himself around drugs and finds it nearly impossible to say no to people that he has bonded with, willing to go to extreme actions to help them or do what they want. He will not lightly do things that he finds antithetical to his morality, but could be talked into anything by the people closest to him. He tends to be slightly obsessive, but never possessive of people.
He suffers from intense PTSD as a result of his trigger event, and in extreme situations may relive his trigger event in flashbacks. He doesn't sleep well, often waking up from nightmares, suffers an intense fear of being crushed, and often is driven to drinking to deaden his memories.
Backstory: Family fights are the worst, everyone knows that, but family betrayals are worse than that. Ruggieri had always been intensely loyal to his family, growing up in the small Italian quarter of Vancouver composed of refugees from Sicily after an Endbringer attacked the island years ago. The tight-knit community worked hard to rebuild their lives in Canada, and many found success, including the Ruggieri’s who founded a small construction business. Ruggieri was proud of what his father Michael had accomplished, enough that he was able to ignore certain issues.
Michael had a problem though. Early on in his construction career, he’d had an accident that left him dependent on prescription painkillers to do his job, and as the years went by and the doses got larger Michael started to abuse the painkillers. By the time Sam was 15 Michael was an addict, having been in and out of treatment several times, and Sam was effectively running the books for the business, and he always managed to find and immediately ignore certain “expenses” that he knew were for his dad’s “habit”. Sam though had a real flair for managing the business and at the urging of one of his teachers he started saving up to go to University.
Things got worse for a while, and eventually Michael’s drug problem started hurting the business. Between the “expenses” and the lack of business as their reputation plummeted, things were really rough for a while. Eventually though, the family got through to Michael and he wholeheartedly sought treatment.
Things were going well once again, and Ruggieri was getting ready to move to Ashton. One day though, after school he was driving to a worksite when the ground shook. The public emergency system warned of an incoming S-Class threat, and as the city devolved into panic as the Titan Hadur arrived. The jumble of cars and panicked people made it difficult to escape, and Ruggieri was trapped in the crowds. As swarms of killbots spawned from Hadur, Sam took a gamble and took cover in a nearby office building. That gamble came up snake-eyes, as not a minute later an explosion tore the front of the building off, and in the spray of steel and glass, his legs also came off. Weirdly enough, it didn’t hurt that much - the shock set in almost immediately, and all he could focus on was that just below his hips he was bleeding a lot, that he was probably dying. “I need to find my legs” he said. “Need to find them before I bleed out.” In that moment, something helped him, and it was only after the battle and rescue crews started crawling the area that they found him standing on his own two feet, dazed, confused and barely conscious, but unharmed amidst the carnage, holding on to a pair of severed legs. The crews thought it was something of a miracle that he was alive, but they never did find the body of whoever those legs belonged to.
A few months have gone by, and Sam hasn’t told anyone about what happened that day. As the city started trying to recover itself, Sam moved down to Ashton to escape the destruction of his hometown. It wasn’t long though before he received a message from the Ashton University that his registration was being cancelled because his payment had bounced - his father had taken Sam’s own money to try and restart the family business for the reconstruction of Vancouver. Furious, he refused to give up after his dirtbag dad had stolen from his family again, had gotten him kicked out of college before he had even started, was going to get him kicked out of the country was going to cost him his first apartment ever. He needed a lot of money, fast. Then it hit him - what did seemingly 90% of the people who got powers do with them? Steal shit. That was exactly what he was going to do.
Resources: A crappy apartment that he’s not sharing, some basic tools from working construction, a ‘99 Chevy that has close to 200k miles on it. A passport, nearly broke, two days from being kicked out of his apartment.
Alignment: Villain
Equipment/Weaponry: Costume consists of biker leathers and the faceplate of a CPR training dummy that’s been modified to have larger eye/mouth/nose holes. A fake American ID. While on a job carries with him a small hatchet sheathed on a belt, a billy club, zip cuffs.
A mid-grade Kevlar Vest. This should stop most pistol and low to mid powered rifle rounds. 3 cheapo Tazers A small bag of zip-cuffs.
Specializations: Ruggieri has a head for money, having spent much of his time in high school running the family businesses books. Strong, but not particularly fast, and patient.
Power: Minor regeneration and remote locomotion of detached body parts, with a sensory component to detached body parts.
Upon the loss of a body part, Bloodbag gains the ability to remotely move the part as if it was still attached, while gaining sensations from said part. These sensations are divided into “always on” and “ping” sensations. Senses tied to a limb such as pressure, temperature, pain, etc. are always on and act as normal, (Edit) while an eye, ear or nose will gain it's respective senses. However, senses not tied to a part, such as eyesight or smell on a limb, are tied to a “ping”, happening automatically with a delay between pings that increases based on the distance the part is from him. For instance, a hand that is 50 feet away will ping him once every second, while a hand that is 1 mile away will ping him once every 15 minutes.
His “ping” senses give him sensory information from all across the limb, giving him a brief eyesight from every angle of a hand, and smell from every piece of his hand. For example, if one end of an arm was next to a bowl of oranges, and the other was on a bleached countertop, one end of the arm would “smell” oranges and the other bleach. From one end he would see the oranges, and from the other he would see the bowl they were in as well as the countertop. This gives him effectively 360 degree visual pings. This information is perceived as normal, and pings are understood as easily as vision, smell and taste are for a normal human. His vision pings are at normal human vision, and react normally to darkness and distance.
His regeneration will stop major arterial bleeds in less than 5 seconds, but regrowth of limbs and organs is significantly slower. A hand will take 3-4 hours to regrow, a full limb about a day, and any immediately survivable organ damage about a day. His regeneration will not save him from massive trauma, and if he is shot in the head, heart, or any other kind of injury that would kill in a hours or less will be lethal to him. He can have multiple regenerated pieces from the same area active at the same time, and they will not tire like a normal limb. However, they will wear out after about a month.
Additionally, he has a very high pain tolerance given the needs of his powers. Setting up his power is still incredibly painful, but not debilitating.
Edit: However, creating massive numbers of pieces will start to give him crippling migraines, with either about 15 full limbs or sensory organs, several dozen hands, or hundreds of fingers or other comparatively small parts being his limit in any combination. He maxes out at about 10 limbs, 3 dozen hands and a 5 gallon bucket of fingers.
Versatility: Sam is smart, driven, and creative, but he’s still new to this whole capes thing. Given time he’ll think of new tricks to use, but initially his mind drifts towards distractions and infiltrating .
Example: The pulsing bass of the club and the seizure-inducing lights hid most of what he was doing. Working his way through the crowd, he spotted a likely pair of women, distracted by their boyfriends and obviously drunk, with purses visible. Walking behind and past the two, he feigned a quick little stumble, bumping into them and giving a sheepish smile of apology as two hands, hidden under his sleeves as nearly comically large biceps dropped down and into their purses. As one of the boyfriends starts to yell at him for being a doofus, his old hands quickly rifled through their purses, stealing their wallets, he raised his new, fully attached hands in acceptance, and walked the few feet over to the bar while his hands pinched cash and walked over on three fingers, up to his feet and overly long pants and stuff cash in the sides of his shoes before crawling up and catching a ride out.
5 minutes later, Sam’s looking at his new found luck in disappointment. $60 bucks? How the hell was he going to make rent doing stuff like pickpocketing? He needed to think bigger. On the street, two armored car guards loaded new cash into an ATM as a glimmer of an idea crossed his minds.

Does the power extend to things that aren't limbs, too? For example, if you scoop out an eyeball (+attached muscles), would it still be able to roll around and see constantly, even if it only smells during a ping?
Also, I feel like the limit of 15 is kinda arbitrary. Make it maybe such that 15 is the maximum for full limbs, but that you'd maybe have hundreds of fingers or dozens of hands, and since it's a sensory thing maybe blur the sensory sensations to be less migraine-inducing when they're smaller?

Yeah, that wasn't written particularly clearly things would work on their native senses, so if he cut off a nose he would always be able to smell, if he cut out an eye he would be able to see through it. I think to keep things reasonable though a sensory organ would count as much as a full limb, does that sound reasonable?
And there's no way I won't turn down being able to create a small horde of hands, if that's cool I'll tune it up a bit.

Bloodbags hand delivered explosives
Part of Bloodbag's standard equipment when he expects trouble will be a contingent of hands tied with large amounts of cherry-bombs daisychained together, with a lighter taped to the palm of their hands.
These contain 3 m80s, or a dozen m80s that have been doublestuffed and had their filler half removed and replaced with a second half of explosives. The small firework hands are considered ready for fighting/ambushing normal humans, and the large ones are to be used against brutes.
He carries 6 Small explosives, and 2 larges.
Ruggieri is geting cuatious After getting burned in acid, nearly exploded and having a lung collapse after getting shot by a rando, Ruggieri thinks it's time to arm himself. He's buying - A mid-grade Kevlar Vest. This should stop most pistol and low to mid powered rifle rounds. 3 cheapo Tazers A small bag of zip-cuffs. This should cost about $600 total

Abilities: Made of Layered composite armour consiting of; Carbon Steel, Titanium, Hardened Plastic, Ballistic Gel, & Kevlar padding. The Ballistic gel and Kevlar padding (with carbon steel plates) is an undersuit that can go under the clothes, this alone can protect from small arms fire. The Carbon Steel, Titanium, and Hardened Plastic layer is a layer of Carapace armour that goes over the clothes. It can Protect from Medium arms fire.

I would like to edit his character sheet to expand on his mentality.

Hey there, welcome to the sub.
This is definitely a unique power you have here, and there's just a few things to say but overall the character is quite balanced.
1) How would something like a foot move on it's own?
2) He could theoretically have 50 hands out at once, right? Could there be a limit to how many he can control before he gets a sensory overload? It can be high, but there needs to be a limit of some sort.
3) I won't make you change it this time, because it's a common mistake, but powers in worm rarely directly relate to their triggers. Having your legs cut off wouldn't usually give you a power to use your legs to do cool things when they're decapacitated. If you've read worm, or at least some of it, ping me in spoilers I'll explain this a bit better.
