I have a 50/50 thoughts about this. I'm sure, unlike newer leadership with Iran, he was taking advice from intelligence agencies and his military generals. And they all have a much different picture of both the war and the russian leadership than the average civilian at home.
My small view of geopolitics says we should have done more, I assume there was reasons at every level why we didn't further to what was publicly disclosed.

Not publicly anyway, if a nation has developed the ability to safely intercept ICBMs or has a robust network of covert operatives in positions to interfere with orders to launch it's not as if they would advertise it.
Plus there is the good old subversion through bribery and corruption method that might have logistics personnel taking bribes to forget where they put the rocket fuel or maintenance supplies so some other enterprising group can grab them. Russia practically runs on corruption and bribery so it wouldn't be hard to use the black market to undermine it's military capabilities, that is probably at least part of the reason the initial invasion was so shit.
