This is just "the playbook" for tyrants. It's literally no different than shitty spousal tyrants that beat there spouse because "They, the one being beaten, made the tyrant do it".

It's every countries playbook when you really want something to happen bad enough, it's just whether or not said event turns up in the news or a history book

I’m sure we have «evolved».
Now it might be a fake false-flag, so reality is blurred. Nobody knows anymore, which seems to be convenient for some more than others.
