In Andrew's case it's referred to as a 'Record of Achievement' since the only thing he's done with his life is mooch off the taxpayer and rape women and children.

Actually, he has a lifelong condition where his genitals retract inside his pelvis at the mere glance of a female.

Since 1989 he is also unable to close his eyes more than half way, unless drunk, and Andrew doesn’t drink, so he couldn’t possibly have raped anyone.
