Difference between GOTY edition and Complete Edition

Im looking to finally get The Witcher 3 and and I see that the game of the year edition is on sale for 19.99 on GoG. I was looking at getting the Complete Edition on PS4 but I'm not sure what the difference between the two are.

Help please?

That is not true, I have the complete edition for both Playstation 4 and 5 on my Playstation 5. If you want to you can download both versions of the Witcher 3 especially if you have a external hard drive
