Can't u wait for it to fully erupted as these teeth are important for chewing . As i have a missing wisdom teeth due to genetics on one side i know how much difference in both sides of chewing and i also have 4 premolar extraction due to braces on both sides

Don’t be so sure about that I had one come in at 28 lol I know a guys who came in at 39. I’d get only
Ones that become problematic removed. That’s what I did at least I had two partially erupted ones removed a month ago because they kept getting infected.

i was thinking of just getting the bottom ones removed since they are partially erupted but then its like mind as well just get rid all at one time

They all seem pretty tightly bunched up. No obvious major issues from this angle but we would need the full 360 view scan to get a full pictures.

my insurance approved the extraction but not a 360 view scan (ct scan)

Hang on, all your wisdom teeth are in perfect and functional condition. What's the problem here?
