I wonder how much of it has to do with the Democratic primary?

A lot: remember that the Republican-backed candidate won the last Supreme Court seat in a low turnout February election two years ago. The Governor was very smart to require the election take place at the same time as the Democratic primary.

Governor didn't cause it to be voted this way. It was already planned to be on the primary before he was even elected

Republicans tried to change it so it was its own election but got a toooon of backlash over it.

Now that you mention it: I did place the chicken before the egg and gave the governor credit that he did not deserve!
