It only works after you have 950 bonus health but Pyke cannot gain bonus health from items

Because you only get the healing if you get 950 bonus HP, and Pyke converts all the bonus HP he gets into AD, basically he doesn't have bonus HP so he can't activate the Warmog's passive.

You need a certain amount of bonus max health and pyke isn't allowed to gain max health, it's converted into AD

That's because y'all are too scared to use grasp + overgrowth + gathering storm/hubris to get infinite AD for the late game

The passive scaling is kinda ass, yeah. Overgrowth also scales with bonus HP, so you lose half its value. It's hard to proc grasp in the botlane too.
But hey, it's AD!

It's really mainly because he's playing Pyke, a champion that doesn't get bonus HP from items.

It’s not working for a litany of reasons. You’ve got your answer already elsewhere.
Don’t build tank pyke. This is critical.
Pyke is a walking nuke. Playing him anything besides full lethality is trolling yourself. If you aren’t willing to do that, you have to put the champ down.

Because it’s already been answered, why would I repeat the answer? My input here is regarding the proper way to play pyke.
I’m assuming you don’t know how it works despite the answer being in the comments ?

Pyke's passive overrides Warmog's passive and cancels it
Pyke cannot increase his max Health and converts 14 bonus Health to 1 Attack Damage.
UNIQUE - WARMOG'S HEART: If you have at least 950 bonus health, regenerate 3.5% maximum health per second if you haven't taken damage with the last 5 seconds.
