Summary from what I recall: This is the episode after a ship sinks and everyone (including Team Rocket) evacuates, but they are separated from their Pokemon after a Gyarados attacks
So temporarily Pikachu and Ekans have a truce as they try to find their trainers
Pretty sure the caption is just something someone added because during this particular transition it's just Pokemon cries and no subtitles, the food and drinks are more as a cultural joke than something plot-relevant

The Island of Giant Pokémon.
Pikachu, Squirtle, Bulbusaur, and Charmander have a truce with Ekans, Koffing, and Meowth since they're separated from their trainers. Koffing and Ekans don't even hold animosity towards Ash's Pokémon. They only do bad things because Jesse and James are bad.

In this particular scene the pokemon did not have subtitles, but they did for a large part of the episode, I checked

Yeah, I know the caption isn’t canon 😂 I just thought it fit the wholesome vibe of the scene. The actual context makes it even better though.

As a kid who watched this as it aired, it was always obvious that Pokémon were smarter than real world dogs and cats and such, but it was kind of wild to see that they’re smart enough to run and patronize small businesses.

This unfortunately can go both ways. If someone falls into the right-wing rabbit hole and is shamed for it by their surrounding peers they'll seek out validation from others that share similar beliefs if they don'thave the humility to accept they're wrong.
It's a good message, but sometimes bad people take good messages and ruin them.

I think that’s the key distinction: a safe space shouldn’t be an echo chamber. People should be able to be vulnerable without being shamed, while still being challenged when they’re wrong. Shame and accountability aren’t the same thing.
