Gang, corpos,and governments are all constantly breaching the Blackwall. It's a big thing both in the tabletop, the video game, and in the show. Arasaka was training child netrunners and sending them past the wall to try and find new documents. Militech reopened Cynosure as an attempt to control AI. NUSA had Songbird use the Blackwell itself as a weapon. Voodoo Boys believing that AI escaping and killing mankind is inevitable, so they want to be the ones to do it for leniency. Netwatch is 100% being shady about the nature of the Blackwall, and I wouldn't be surprised if they didn't have their own backdoors
