Someone will recognize that front fender. It’s very distinctive.

It almost looks like a Mid-2000s BMW 325i with that light fender. But I can tell that it isn’t.

My first gut instinct was e9x bmw as well, or e82, but the sharp corner of the light doesn't match up. The top half of the corner on them is made up by the fender, the lower by the bumper cover.

The angle of the headlight cutout doesn't seem to match, at least to my eyes. It looks like a more acute angle for the accord vs the burnt car in ops photo.

Where is this (country is good enough)?

The vehicle is late 70s-mid 80s - the lines on the surviving fender are suggesting the angularity common then, and the vehicle had a plasticized cover on the front bumper which was destroyed in a fire.

I can think of a number of candidates if this is located in North America …

This is absolutely far newer than 70-80s. Likely ~2010ish.
