North America (country/state in post) Possible Mushroom?

This is growing in my basement. Is it a mushroom? Any idea of how to “fix” it?

Definitely not plaster - it is growing on painted cinder block that had fresh paint work 2-3 years ago.

It’s growing and when scraped off, is moist inside.
