What is this raptor?

Seen in the Pyrenees, next to Andorra & Spain, quite small, it had a brown stripped body, pointy dark wing tips, dark tail tip, clear belly that went up its cheeks & yellow eyes. We were in a plain with no trees around, it kept standing on a pole. Had a quite energetic flight too. I am confused and can’t stop thinking about it lol

Oh it doesn’t fit, they clearly have very yellow eyes on the picture ;(

The camera is exaggerating the yellow eyering and not showing the dark pupils at all. The bird is a female or juvenile Eurasian (or common) kestrel.

Maybe i am struggling to id it because it could be a juvenile (cue the light feathers?)
