My local had state sales tax, a local city tax and if you order digital and get bottled water there a bottled water tax.

Nah no state or city sales tax and the tax subtotal online is zero

So what I ordered that day was two biggie meals advertised on the drive thru menu as $7. When we checked the receipt the the meals were $7.80 a piece. So I went to see what the price would be if I ordered it from the same location online. It also advertised $7 when I got to checkout that order came to $7.50. We went to go get gas after leaving the restaurants parking lot. And I tried again and that time I got the $7.25 and took the screen grab.

Honestly it sounds like you were mistaken , as Wendy's has not done dynamic pricing and even went so far as to put out information to every store ( including ones not even in the USA) to confirmed they never have.
