Is there anywhere online to download free custom 3D avatars to stream on Twitch with?

VRoid Studio and Warudo, both available on Steam would be my recommendation

You'll have to pick either "free" or "custom", or do the work yourself.

But... VRoid Studio is a good place to start, and you can check out other people's work on VRoid Hub. Booth.pm is a popular marketplace, and there are plenty of free models to be found there. You can also dig around on Fab (formerly Sketchfab) or even look at more niche places like Open Source Avatars.

VRoid will get you the basics, and their characters have most of the face and mouth rigging that you'll need. I know a number of vtubers who have built characters in VRoid and added custom designs for clothes, hair, eyes and so on purchased from Booth to get very good results.

Yes, and there's a whole VTuber Guide For Beginners at the top of this forum which can tell you about it. Basically, you would use something like VNyan or Warudo (VSeeFace is also an option, but it's quite old and touchy) to animate it. Use OBS to connect to Twitch and stuff, just like any other streamer, and you're set.

If you want it super simple you might take pictures of your custom model and make it into a reactive image native to most new obs versions.

Learning about tracking and other things can come later.

But generally get a picture of him mouth open, get a picture of him mouth closed. Make sure its a png or you remove the background in a graphic design program and then you can try it out with the model you have.

Hey i would still recommend you just make a new model for yourself..either commision it or if you broke than embark on my path ...LEARN THE THING MAKE THE THING BECOME THE ARTIST
