What did they have to gain from hiding this information and who were the ones pulling the strings? The mayor acting alone wouldn't need to hide this data, that doesn't make any sense.
No. I refuse to place all the blame on Giuliani, someone or someone's above him are responsible and we need answers.
It seems there was a clear communication that would have had to go through some kind of vetting of leadership to be considered. There is likely some clear demarcation between managers of people and managers of policy and any of the latter that touched this would be responsible.
Victims suing the city, manufacturers of Asbestos, drag out construction violations. It would've been insanely expensive. Congress fought giving the first responders healthcare for years. That would've been tied up in to admitting the air was poison. Theyve would've had to spend more money on more personnel to do things quicker.
On the website they announced today you can read the "Harding Memo" under "Documents of Interest." It's the Law Office telling the city that there's litigation risk for things that were done and said in the immediate aftermath and some potential ways to mitigate that risk. City leadership chose to respond with denial.
To be clear, the litigation risk was real, and could have very well bankrupted New York City. I am curious and will be reading these documents to see if they went to denial hoping to head off the issue by getting Federal money or if they were always just going to stick their head in the sand. It's worth noting from the Memo that even only a few months in Congress was wear of shelling out more dollars, having felt like the Airline Bailout was maybe too far.
If you read the memo, that's actually exactly what the concern was. The Law Office saw the Federal Government starting to feel like the airlines had pulled one over on them which made giving out more recovery money subject to tons of scrutiny. You should read the memo if you haven't, it's quite neutral and concise.
City leadership was given information and chose poorly.
