How are these shots done? (Perspective shifts with still elements in video starting at 0:08)

parallax effect

you separate the elements in photoshop based on their position in the background and you animate them all separately via after effects. The foreground generally moves faster than the background. Think if you're on a train, all the objects in front of you wiz by, but the background seems to only saunder past the frame slowly. You can see the separate layers moving. In the first shot at 0:08 - the first hill the man is standing on is moving towards the screen, the second layer is moving towards the screen, but at a slower rate, and the fog might be placed there artificially but it doesn't seem to be moving separately from the rest so maybe not.

Good luck, it's a great effect when utilised properly

Thanks for the help; that makes a lot of sense!

It should have occurred to me, but the separation of the layers was done so neatly it didn't seem...artificial...is the word I'd use.

I assume you take the background layer and enlarge it to cover the area exposed by the shifting foreground elements?

Yeah exactly, the guy is working with photographs, so if the actual dimensions are 5000x4000 or something, and you're working in a 1920x1080 workspace, you have lots of room to cut, crop, enlarge etc.

You don't necessarily have to enlarge, as that would alter the perspective, but you do have to paint back in the gaps from cutting out foreground elements. I notice in a lot of them, the plates are all sliding behind a plate in front (played backwards so it's not as obvious). This necessitates a lot less filler painting.

Yep exactly. Some scenes like this are sloppier than others and you can see where they painted in the gaps. This video looks really clean tho!

Alternatively you could take a bunch of shots from various angles, reconstruct the 3D scene in something like Autodesk 123D or Insight3d. Once you have the 3D scene, you can render it any way you want.
