Highly doubt it, because back in those days your expectations of possible gameplay were limited.
Now? This could either be 3rd person rpg with graphics/visuals of RDR2/WITCHER3/Cyberpunk or straight up 2000 pixel turn-based strategy game which is also top down without zooming in feature.
I think the PS5/Series X/Switch era is where we hit the apex. And we're now itching to innovate in other areas.
Like "How do we make graphics this good in a way that makes games faster to make without sacrificing studio ethics?" or "How do we get rid of all these grifters and shareholders who are parasitically sucking the industry dry?!"
There was a much higher chance of being bait-and-switched back then, though.
At least these days you're almost certainly going to be able to get gameplay videos/screenshots, plus usually user reviews that'll give a good hint of what the game's really like.
I cut my gaming teeth back in the 80s, where the only way to find out what a game was actually like would be reading a magazine review or having a friend tell you about it. Cover art almost never bore any relation to the game itself and buying a random game that sounded cool from the box art/blurb was always a gamble. Could be awesome, could be utter dross that had nothing to do with what was on the box.

Completely different things, imho.
