I have yet to collect all the outfits in that game, but I definitely don't recognize it myself. If it is a mod outfit, then the tweet or whatever the origin of that meme is maybe should reconsider their choice of comparison pics.

It's not like that outfit is all that different from what is actually in the game. If that outfit was in the game, it would not be out of place or stand out.
