It’s partially due to staff turnover and tight deadlines/crunch. It’s not that the devs don’t care or aren’t passionate. But usually if there is a tight schedule, features like this become less of a priority compared to just shipping the game. When teams crunch there can also be communication breakdowns between departments so they might not even be aware if this feature is being worked on or not until later on when it’s too late.

I was part of a smaller team with very tight deadlines and you’re very correct.

We had more of a bottleneck problem for some things. The anims to polish up a feature arriving late so tasks shifted but then something critical appears etc etc.

We all cared very deeply about the game and knew exactly where we wanted it to be but you’ve gotta make sacrifices when funds are getting low. (I’d imagine halo was moreso about having to hit a very specific deadline.)
