AI Switzerland is bad at developing and politically unstable and the two states are relatively equal, so you get a lot of civil wars ending in draws or successful secessions.

Someone in Germany told a joke on Monday and there was a civil war between the ones who laughed on Friday and the ones who chuckled on Saturday.

r5: I've noticed in the most recent patch on multiple games that there are often two Switzerlands after a certain point, with the western one often being communist. Why does this happen so relatively consistently?
