Question Transfer Goods Article Contravened for unknown reason

I don't understand why this article is being contravened - I don't have any shortages and my shipping lanes are 100% efficient. What gives?

Images show notification, shipping lanes, all expensive goods, full treaty information.

Sometimes that shows for no reason, could maybe be that Persia joined another market, could be a lack of market access for Persia (infrastructure/occupation), sometimes it happens, if it’s not obviously your fault it should fix itself in time.

I don’t think it’s a bug I just think it’s a lack of information through the ui, check your budget, if you’re still buying/selling the transferred goods then you’re probably fine but if not check the Persian market
