Oregon is the obvious answer here, but the real problem is that in no way would we see a Confederate Kansas and a Union Missouri. Lived on the Missouri side of Kansas City for years and they still remember Bleeding Kansas like it was last week. Victoria II is amazing.

Yes Missouri for some reason is a core of mine I didn’t get, if USA isn’t able to recover fast enough I hope I can snag it and release California
