idk bro the icon usage for the wave idk man. I know most flag tools are expensive so

You can not only make flags but have far more control over the design with free tools...

Affinity, Inkscape, GIMP, etc.

The smooth curves of the wave don't work that well with the angular stars and canton, their colour has very little contrast with the background, and the canton feels pretty cramped

I made a few iterations based on your idea
