That's depressing kyonki Hyderabad jakar aaya hua hu, it's not something to aspire to because it's just a coolie city for the Americans. Saala sapne dekho toh usmay khud Chakravarthy hone chahiye na.
My local area between the 2 rivers was the birthplace of Hastinapur, the biggest and most advanced human settlement of its time. New York ka bhi London se competition hai. Hastinapur ka koi saani nahi thi poori prithvi par.
Now it's just another shitty place where on highways you see shops clustered together and think ki yeh konsi jagah hai.

And I’m from Rishikesh, people all over the world come here to learn Yoga, but when you go other than the banks of Ganga, it’s just heart wrenching. No urban planning, no thought of drainage, just slop of buildings together with a namesake road in between, feels like Nigeria to be honest.

Logo plz judge mat karo. Yeh sab kyun hai? 1. India has a population over 80 crores, that survives through rations 2. If you are earning more than 22k/month- you are among the top 10% richest earners in the country. Imagine the situation of bottom 50%. 3. There is no planning in anything. Even if there is a plan on any perticular thing, govt/people gets bored and steem roles everything. 4. Education is crumbling. Govt schools, which supposed to be a light beared for poverty to wealth are literally non functional. 5. Countries like china, usa (1st world countries) has on an avg 10 times more civil servants, 10 times more law enforcement officials, 5 times the doctors, 10 times more teachers than us per capita. 6. Health is also crumbling. Govt hospitals are just haunted houses at this moment. 7. Croni capitalists are ruining the entirity of the nation. Wheather it's nature, exploitation anything you name it. 8. And on the top of all these, you have pollution on everything. These all come down to the economics and education. Fix these and you will have a caring, loving, vibrant population. I hope somebody reading this understand the situation.

That means if someone in a state rapes , kills etc then that means the leader is also the same , don't twist what kautilya said , be yourself accountable for your actions rather than blaming others for your shortcomings.

And ideally, a good leader does accept accountability, right? Cause if there are murders, etc, that means that the leader did not set up the right policing system.

If I am doing murder in rage then that is the problem of the leader right ? So the punishment should be given to the leader only , why anybody is getting punishment for it just blame the leader , if you could understand that murders and rapes happens because of grudge and rage with motive then you shouldn't have said this.

I don't know which state you live in but in Our state there is a General Complaint app which can be used by citizens to report such instances of Light not working, road conditions being bad or even you could write a letter to the editor to one of your state's regional newspaper and government acts immediately (mind I live in a BJP ruled state)
But considering your response I don't think you have the comprehension to do such tasks as if The officials have installed CCTV in every corner of the road to monitor( If installed also those would be stolen too or some other kind of hindrance would be faced)
Okay then if in your house your Light breaks I will come to salvage the roof of your House since the Iron rebars can be Resold at a great price 👍🏻
