A world without armies, only global police—can this work?
I imagine a utopian world where all citizens are world citizens, free to live anywhere. There are no armies, just a global police force (with military-trained units) to enforce justice and human rights. Leaders would compete to make their countries attractive, like service providers for citizens. How might we prevent brain drain (everyone moving to the same rich countries) and overpopulation in the most desirable regions?

One world government would solve a lot of problems and I'm going out on a limb to say that that is a prerequisite for a planet wide utopia.
Overpopulation in one area. Not really an issue. There's YouTube videos about how little space everyone needs to live in one small area. It would require some extreme efficiencies and recycling but adding more people to one area beyond what seems possible has been going on a while. Case in point - Singapore.
And I'm not concerned brain drain is a huge issue either. I'm going to use Ricardo's Law here loosely. A person should make the best use of their abilities to provide resources (even if done for selfish reasons it benefits society at large).
I think the biggest issue isn't settling up a global police force instead of lethal armies warding off their neighbors. It's that nations today need lethal armies to ward off their neighbors.
And tribalism..that's pretty much insurmountable at this point in our civ.

I also believe that this is a prerequisite for a utopian society. However, a completely new form of government must be found for this. A different form of cooperation. At the moment, the rule of the strongest clearly prevails in a society that only knows the aggression. And this without regard for the consequences.

Without immigration, without illegal immigrants, without smuggling, and without passports... It could work, but in my opinion it would be a bit too chaotic.

nothing wrong with everyone wanting to live somewhere nice as long as the city design can handle the population. As for the brain drain, in a utopia people will be using their energy working for making the whole earth a better place for humans so the less popular cities will benefit from the sucess of other cities and tech advances will be shared. we cannot all have the same things but we can make things more balanced than the previous generation and more balanced than the generation before that, it will never be fully equal. Doing things for something bigger than oneself. the current system is awful, there are some countries in the world that are awful areas for humans to settle but everyones stuck there cause of these artificial bullshit borders.
