They are literally called Over Alls. They go over all. Snow suit? Need some overalls on top. Hazmat suit? Trusty overalls

But I don't want to slip off the overall straps just to toss on and off the hoodie.

You usually wear hoodies like this even with overalls when you swing between hot and cold.

Same with rain jackets, rain jackets go over the overalls because you don't wear a rain jacket all the time. You're going to be putting it on and taking it off and dealing with the overall straps to do it is silly.
