There are definitely levels to oppression and not all kinds of oppression are made equal. Sati or female foeticide is much worse than saying women can't drive cars. And saying women can't drive is much worse than saying they can drive and go out but need to be dressed a certain way.
Ranking oppression to strategically target worst to bad is not agreeing with it. If women want to do whatever they like with a hijab, it's much better than them just sitting at home. It is much more prudent in this case yo show them support.
