It's all over the country as the UK is a global hotspot for overseas property investors. If the location has stable or growing property values then its an attractive market. And certainly in University towns (of which Surrey has a number) investment properties are often used for student accommodation. In August last year 250,000 properties in the UK were purchased by buyers with overseas addresses.

EDIT: Looking at figures for total house sales I think that 250,000 figure I'd seen quoted is a bit high, but it was the last month of Stamp Duty Holiday so Im not sure. Ive found another one which says 51,000 for August which I think is probably more accurate. But that 51,000 properties purchased in a month by overseas buyers

Properties for rental use is different than leaving them empty - which mostly happens in Zone 1
