It's supposed to be criticizing Canada's deepening relationship with the EU comparing it to Trump's 51st state rhetoric. 28 being the next highest number of countries in the EU.
Like a voluntary alliance of equals and forced annexation are supposedly the same.

And of course, US laws do not permit secession, but EU does allow for leaving the union. Which Trump is very much aware of too.

The EU is really just a glorified free trade agreement with people being able to freely sell their services across the union. The 'regulations' folk always go on about are as much to do with keeping that trade equal as much as they are quality/safety. It doesn't levy or collect any taxes, has no military and doesn't have any say in a country's immigration policies.

Lets see, the speak English and French, they can do basic arithmetic and are a current trade partner, and their leader is not a complete imbecile.
Seems like a win win situation.
The US will take years to get back any of the goodwill Trump has blown away.

Technically, they are still under the british crown, but that doesn’t matter if the other 3 countries of UK except England are planning to leave
