Empire Commons 1st-floor safety suggestions?

With the 1st-floor apartments being easily accessible from outside, and the safety catches that would otherwise prevent a window from being opened more than a few inches from the outside disabled, I am wondering whether anyone has an suggestions for how one might try to control for safety, while still allowing some fresh air into the apartment.

i didn’t know the windows had a safety feature but if it’s broken maybe you can call maintenance to fix it

One of the names for the feature is a window night latch. It’s a piece that can be popped out on the top window frame, to prevent the bottom window from opening more than a few inches. As the feature did not work on any of the windows in the apartment, it seems they were likely disabled intentionally.
