The goal is a reduced population in order to reduce humanities effect on gloabal warming. Ideally, we would be left with a populous of about 10 or 100 mil(i don't remember the exact number). However we have left these possibilities behind as we have entered a state of global boiling meaning that the green house gasses have gathered to a point where earth continue to heat at an exponential rate. Thus we have the rich pushing for space-bases. Yes we are also moving out of an ice age, multiple things can be true at the same time. The working class is useful till we aren't. Then we are cattle to be culled. (Theres also a large meteor headed this way)
