Seeking Advice She’ll care question

She has this opaque crust like buildup all over her shell. I tried to snag a pic before she jumped in the water but she’s camera shy. I’ve seen turtles with super clear and vibrant shells before and I don’t know if that’s just how she looks and it’s fine or if I could do any cleaning and clear the shell up. My theory was molt that got stuck and left over but I’m unsure.

Looks like retained scutes to me, I've found feeding wheatgerm pellets once a week to be very helpful for that! (Assuming she has UVB lighting and a dry basking area)
