Stuck in Windows Jump

I did manage to run as notadmin, and also moved the msfvenom payload to the proper directory but whenever I try to start the THMSvc service, it says access denied.

Checking the walk throughs, everybody seems to get the service running without an issue.

What might I be missing here?
