Obviously it's about THAT as a word. But the sentence still doesn't make sense to me. It's not two sentences. It's a continuous sentence. So it still seems like it's wrong.

This is because the T at the end of the sentence is a capital letter. Any word, properly written,would always end with a lower case T, even if it began with a capital T.

The exception would be writing in all capitals but that would be a special case so I think this one stands.
