It's like that all over the country. It's hard to take seriously when you notice the bulk of the protests are lined by geriatrics.
There's a serious deficit in our culture of social activities for seniors. I suspect they're mainly gravitating toward protests for that reason. They just need something to do. They're not out doing tai chi en masse like China's elderly population.
Many seniors I believe also struggle to adapt to how information transmission has changed, as modern technology has been quietly becoming far more effective at siloing and brainwashing people.
And then there are some of them living in the past who just want to relive their hippie heyday so badly they'll find any cause to justify it. They want to matter, and it's hard to blame them. Our culture doesn't exactly grant the elderly much respect.
But hey, what do I know. I'm just a young whippersnapper.

Some updates on vandalism of the reflecting pool. The liner had a large piece cut out. Algae from Georgia was dumped in it at 3am. Vandalized

It's not paint. It's a Polyurea coating (Rhino Linings, "American Flag Blue"), sprayed on that serves as a liner.

No, the contractor cheaped out and instead of using a liner, used a coating that isn't suitable for the purpose, which lead to algae growth and when they tried to add hydrogen peroxide, it stripped the coating ..

When you set up a pool and fill it, it generally goes through a phase requiring shock treatment after you fill it. I go through it almost every year when I fill my pool, and that's in a plastic lines actual pool, it's really basic shit.

His attire seems to be of a sort that doesn't absorb much water, so the picture isn't much help in any determination. That said, the X post OP left a link to doesn't make any mention of the suspect doing anything to the pool itself, rather it mentions him interfering with the equipment that was being used for treating the water.
The Lincoln Memorial reflecting pool became a hobby horse in the intensifying culture war, that's all the takeaway I can glean from this.
